Go to
Start --> Control Panel --> System.
By double clicking on system. It will open
System Properties Window --> Advanced tab --> Error Reporting.

OR

Right click on
My Computer --> Properties --> Advanced tab --> Error Reporting

Here by default Error Reporting is enable to disable it select Disable Error reporting and if you want it should give popup message for critical error than tick to select But notify me when critical error occur.

If you are sticking with default setting there you can choose whether you want to pop up
